Hello everyone,
Already a year has elapsed since my arrival in the position of President of Quebec Command.
In my first message, I advised you that my priority would be based on communication: Communications at all levels.
We have accomplished that which we promised; the Web site having changed, welcomes a large number of visitors (around 50-55 visitors each day since its opening). These visitors consult around 216 web pages each day which is fantastic.
With the participation of Veteran’s Affaires Canada, the Command’s Service Officer is now better equipped to accomplish her different tasks and can even better serve her clientele.
Within the period of 17 months, we have had to change the Provincial Secretary, the Office Assistant, as well as the Accountant. Despite these major changes, we have brought an improved philosophy, especially with the direct contact with our members.
We know that everything is not yet fully developed and we are working hard on it while dealing with the daily workload. We sincerely hope you understand that these changes cannot be realized overnight.
At this point in time, I would like to share a few ideas about subjects that disturb me and that I would like to solve before the end of my mandate:
1. I would like it if we could, all together with one particularly strong voice, maintain our position about the demands that we are advocating about the eventual transfer of the responsibilities of St-Anne-de-Bellevue Hospital.
2. Further concerning St-Anne-de-Bellevue Hospital, I would really like it if our members could present another Resolution at the next Convention that would propose changing the criteria for our Veteran’s admission into St-Anne-de-Bellevue Hospital.
3. Concerning our Veterans, I have the firm intention of establishing a special Committee, with the collaboration of Veterans Affairs Canada, the Police forces of the different large cities of Québec, as well as the shelters and other institutions capable of helping us.
This Committee, under the direction of the Provincial Poppy Trust Fund and the Quebec Command Service Officer, shall oversee the number of Veterans who are homeless; without shelter, food or medical care, in order to identify them and come to their aid, if they so desire.
NATIONAL CONVENTION
Since I have been with the Legion, I have participated in several Conventions at the National level. This year, 2010, I attended as the President of our Provincial Command and as a member of the National Executive Committee. Let me tell you that certain people didn’t hesitate to point out that the Quebec delegation was the least represented of all of the Provincial Commands. I must congratulate the few members who took the trouble to represent their Branches because without them, we would have been non-existent. Comrades, with a possibility of 217 delegates, only 18 represented Quebec Command and only 52 proxies were registered out of 123 branches. This represents only 10%, while the other Commands had a 30% to 40% representation.
You know Comrades, that a Convention is the occasion for all of you to bring about changes. In order to change something, there must be a subject that we wish to either improve or change completely. To do this, we must start by taking the time to write a pertinent resolution and to forward it, on time, to your Provincial Resolutions Committee.
To want to change something is good, to make the Resolution is even better, but you must send a delegate to the Convention so that he or she can debate the Resolution when necessary. You will tell me that it is very expensive to send a delegate to a Convention and I agree with you. However, I know that it is possible for each of you to do it, the same way the others do, by holding events during the year that will make money to defray the costs of your delegate.
Good, now you have written a resolution, you have a delegate and the money to send him/her to the Convention, why not ask your delegate to bring the Branch Banner, so that it can be proudly carried in the parade and demonstrate Quebec’s participation for all to see?
Remember….these recommendations apply to all Conventions whether National or Provincial.
To all of you who attended the Full Council at the Verdun Branch in May, I made you a promise that the problem with the list of the Final Parade ceremonies for the Cadets would be solved for 2011. I asked you to mail me a list of the Cadet Corps served by the Branches within your Districts. Please don’t wait to send me these lists, they are of primary importance so that I can make corrections and have them adopted by the Cadet Head Quarter.
Comrades, I know that you realize the effort that your Provincial Executive makes to bring forward and improve our Veteran’s fates. Above all, don’t forget that this path reminds us of you, the Branches and Districts, and that we want to work with you to lighten your responsibilities.
Everything is possible Comrade, but everything cannot be done by one person alone. If we want changes, everyone must pitch in and it is not by criticizing the system that we will succeed, but by discussing it and by changing our way of doing things in order to adapt it to the current era.
I expect complete cooperation from you Comrades, to show that Quebec Provincial Command is capable of being heard at any table of discussion that may arise in the future.
In closing I will say this, we are all volunteers, we all want a better future for our Veterans and their families, we are looking to always get better services and care for all who are in the need, we are face to pass on the Torch to the new comers so let do it despite our own interest not forgetting that we are Legionnaires.
